I wish [undecipherable] under [undecipherable] [undecipherable] subject of the necessity for money to move [undecipherable] party, but you could not advise me of the circumstances before it came to your own knowledge. I inclosed a letter to Lieutenant [undecipherable] 23^rd [undecipherable] from an account of [undecipherable] first of March ultimo, bounties to his Recruits, and [for expenses?] [undecipherable] more [undecipherable] you will be pleased to forward by [undecipherable] who has determined to join him, you will also direct [undecipherable] to receive his Men and forward [them?] [undecipherable] [undecipherable] [undecipherable] [undecipherable] I have no objection to the nomination of [undecipherable] Wales [undecipherable] as Adjutant Lieutenant James Gordon [undecipherable] and as [undecipherable] and Lieutenant [undecipherable] as Paymaster to [undecipherable] Taylor's Regiment. Not knowing where [undecipherable] Lieutenant [undecipherable] I shall [undecipherable] you [undecipherable] inclosed for him a letter containing the amount of bounty money and four months pay to the [undecipherable] Regiment with instructions from the [undecipherable] of the [undecipherable] department. You will be pleased to forward this money with such directions as may be proper. Several Officers appointees to the new Regiment, had expressed [undecipherable] upon the grounds of not receiving their [undecipherable] commissions. I have [undecipherable] from another [undecipherable] apprehensions they were to be [undecipherable] to other service. [undecipherable] some of them would have hoped that their commissions would be [undecipherable] to priority [undecipherable]. To quiet any apprehension on the first account and remove any expectations on the second I issued a circular letter upon the first of April in case of which the enclosure is a copy. I do not know whether you reflect that Commissions were not issued to the Officers of the Army [undecipherable] to be raised in 1792 till a twelve month after their appointments. I have not learned that the delay creates either complaints or uneasiness. The field Officers for New Hampshire [undecipherable] One Lieutenant Colonel and [undecipherable] and one Major.
