[pg 26.] New York April 15. 1799 Sir Inclosed is the Bond of D: Smith mentioned in a former letter but omitted to be sent — also a Bond of D^r M^r Wholen as Pay Master of Col Ogden's Regiment. I am well satisfied of the Sufficiency of his Sureties * With great respect I have the honor to be Sir Y^r Obd Serv [signature] * Col Taylor of Connecticut informs me that D^r Walter Park has been nominated as Adjutant D^r James [undecipherable] [undecipherable] as Quarter Master D^r Freeman Mosely as [undecipherable] Pay Master. I recommend a confirmation. The Bond is not yet come forward. The list heretofore sent me does not shew that any field Officer has been appointed for the Regiment composed of the companies to be raised in New Hampshire &c—. It is essential to the orderly course of the Recruiting that [strikethrough: the commandant] field Officers or at least one of them should be designated.— A letter from General Washington of the 10^th instant has this passage 'Not an Officer in this State has yet received his Commission to the great dissatisfaction of all and relinquishment of many, who would no longer remain in a state of Suspense and [The Sec^y of War] distress' There is a strong impatience in the Officers every where to have their commissions. It seems to me that it would be adviseable always to issue them as soon as appointments are made dated on the day of the confirmation by the Senate, and when particular circumstances require it to [undecipherable] to some future [undecipherable] whatever may be meet. Where any future alteration relative rank may & require it, the thing may [undecipherable] managed by — endorsement or by recalling — and Issuing another commission.
