His receipts will be taken for them, and he will take the receipts of those who are to transport them; for this purpose, in addition to the receipt taken of him in your Book, it will be proper to hand him through the transporter an Invoice of the articles delivered on his order— This mode to be invariably attended to, as he alone is held accountable for all Stores belonging to his department, and the safe transportation and delivery to order of all others committed to him.— I am, Sir, your most obedient servant.
