I Certify that there is due to the Troops stationed at Fort McHenry, under the command of Captain Staats Morris the sum of six hundred and twenty eight Dollars and seventy six cents, being for the pay of himself Lieutenants Philip Landais and Samuel T. Dison second Lieutenants Daniel Newman Surgeon James Stanton and the non commissioned Officers and Privates for the month of March 1799 — which sum is to be transmitted to John Hillis supervisor at Baltimore to be by him paid to the said Capt Morris who is to be held accountable for the due application thereof.
