War department 4 April 1799 Sir, It is thought proper that the Honorable Richard Peters, Judge of the United States in and for the district of Pennsylvania, should attend the progress of the Troops, under your command to perform such acts in his judicial capacity as may be necessary to the legal arrest of all persons who have been guilty of treason and have opposed or now do oppose the execution of the laws of the United States in the Counties of Northampton, Montgomery and Bucks.
