I Certify that there is due to a Detachment of the Second regiment of Artillerists & Engineers stationed at Fort Jay under the command of Captain Walter L Cochran, the sum of Six hundred ninety eight Dollars and twenty five cents, being for the pay of himself Lieutenant William L Cooper & the non commissioned Officers and Privates of said Detachment for the months of January & February 1799, which sum is to be transmitted to Nicholas Fish Supervisor at New York to be by him paid to the said Captain Cochran who is to be held accountable for the due application thereof.
