Description

Hamilton observes that the necessary directions have been provided for the business of recruiting and notes that McHenry's silence apparently means that his authorization is not required for the distribution of the States into districts and subdistricts.He worries about the accountability for the distribution of clothing and advises that the Paymaster should also act as regimental clothier. Since Spring has come early, linen overalls for the troops will suffice.
