[31] To M^r Edward Wright Sir, War Department, 15^th March, 1799. The President has appointed you to be factor of the Indian Store at Fort Wilkinson, on the River Occonee, in the room of Edward Price, deceased. As the death of M^r Price was sudden & unexpected, it is more than probable that the affairs of the factory are in a very deranged State. It is, therefore, wished and expected that you would, without any delay, proceed to Fort Wilkinson and take possession of all the Books, papers & effects belonging to the factory, and conform to such regulations as I shall forward to that place, and which you will find with the Commanding Officer on your arrival there. Should you arrive at Fort Wilkinson previous to your instructions, you will procure those sent to M^r Price, and be governed by them. I herewith transmit you instructions as factor of the trading house established near Fort Wilkinson on the Oconee River. In the eighth article of these instructions it is mentioned that goods to the amount of one thousand five hundred dollars are annually to be delivered to the Creek Nation agreeable to treaty. To prevent any misconception of this paragraph, I have thought proper to inform you that no part of the goods forwarded for the use of the factory, are, upon any account, to be applied to that object, but that goods for the special purpose will be sent to your address. M^r Benjamin Hawkins, principal temporary Agent for Indian Affairs South of the Ohio, has been in the custom of drawing bills on your predecessor, who has paid them out of the monies belonging to the factory, for the amount of which he has drawn on me. you will be pleased to inform M^r Hawkins, that for the monies he may want for his department, he will draw bills on me at the days sight in your favour, which bills you will dispose of for cash, and transmit the monies to him, and that a letter of advice should always accompany such bills specifying the precise object for which it was drawn.
