Description

Reports contemplation of new modes of doing public business for more regular and prompt attention to accounts. Effort to immediately charge Quartermaster General for supplies, to be reported quarterly, biennially, or annually. Recommends appointment of Commissary of Public Stores with assistants, as well as apothecaries to deal with charges to medical departments, and Indians who charge their tribes. Outlines a charge of command with heads and principles in each department providing full account of all expenditures. All purchases to be made by the Purveyor and delivered to the store keepers. Requires invoices and receipts for all purchases for the proper accounts. Encourages reports of quarterly returns. Requests a clerk to maintain all reports.
