Portland 5.^th March 1799. Sir, I wish to be informed by you, whether the Soldiers have a right to receive any more clothing than what is allowed them by law, provided they pay the contract prices for the articles they may want? If this be the case (and I have been informed it is) pray be so good as to furnish me with the contract prices. —— Some of my men wish for additional clothing — and if they are allowed it on the preceding principle, I wish them to receive it. I lately informed you that there was still a small quantity of clothing due me. Possibly a Vessel will soon sail from this place for Philadelphia, and I will request the Cap^t or master to call on you for the deficiency. As my men are crowded into a very small building, disorder will inevitably prevail among them very soon, unless some more convenient quarters are provided for them. Tents would be very acceptable — and if you will forward them the first opportunity, you will much oblige me. Myself and Officers wish to be provided with similar quarters.
