I certify that there is due to the Troops stationed at Fort Norfolk under the command of Capt Richard S Blackburn the sum of Two hundred Sixty six Dollars Luno for the pay of himsf Lieutenants Ferdinand L Claiborne & John Saunders, Surgeons mate Williams Barnwell, including forage, & pay of the non commissioned Officers & Privates for the month of January 1799. which sum is to be transmitted to Edward Carrington Supervisor at Richmond to be by him paid to the said Lieutt F. L. Claiborne who is to be held accountable for the due application thereof—
