Sir,
Enclosed is an Account of the Arms and Military Stores sent to Savannah to be address of John Thiberkham for the use of the State of Georgia in the year 1793. Mr [undecipherable: Thiberkham?] received these Stores once put into the hands of a certain Joshua [undecipherable: Morris] and made subject to the draft of the Governor of the State. The last return I have from Mr [undecipherable] is dated 1st July 1792, when a considerable portion of the Stores had been delivered, for the remainder he is debited in my Books, I will be held accountable for them until exonerated by regular memoire.
As the whole were forwarded for the use of the State they are justly chargeable to it, unless it shoud appear that the whole have not been drawn for by its authoriz'd agent.
