N° 3. [a Copy] Statement by J Knight Lieut 2 Reg^t of Artil^y & Engineers of a conversation which passed on the 20 Feb^y 1799. between Captain Samuel C Vance. & the Account^t of the War Dep^t. Being called upon by M^r Simmons to state what passed between him and an Officer, whom I afterwards understood to be a Captain Vance.— My recollection is that, on my entering the Office of the first named Gentleman yesterday morning, I heard the Officer above alluded to say that, "by refusing to admit it, which was as I afterwards understood some voucher offered by him, was doubting his integrity, or honor or some such term" M^r Simmons replied that "he could not admit it" the Officer then said "one of ^us must be a villain, you are a Villain" to which M^r Simmons retorted "you are a rascal for the assertion and I shall notice you in a proper manner for insulting me in my Office. The Officer then said "If I had you out of your Office" what then? said M^r Simmons. during this conversation the Officer moved to the Door of the Office and M^r Simmons followed him. — I recollect nothing further.
