[Copy Letter from Major Rivardi to the Secretary of War 21 Febry 1799] Niagara February 21. - 1799 Sir I this moment received a letter of Captain Bugg covering a duplicate of one sent by him to you, with charges against me. All what they contain is calculated to give me more pleasure than pain, as the Court of Inquiry which I beg humbly leave hereby to solicit, must prove the malice of my Accuser, and the zeal with which I always exerted myself for the public. — Every one of the Specifications have their answers before hand, in the letters which I had the honor of writing to you since I am at this place. I beg to represent also, that most of the Witnesses being here, and the repairs speaking for themselves, I request that the Board should sit here.
