Philadelphia 20^th January 1799 Dear Sir Enclosed you have the Bank Notes procured by me on your warrant for Doll 3500 [undecipherable] 10 of 100 Dolls each at 1000.- 19 · 50 · · · 950.- 48 · 20 · · · 960.- 40 · 10 · · · 400.- 20 · 5 · · · 100.- Amount of my advances 87.5 Change paid M [undecipherable] 2.[undecipherable] Total 3500.- It has occurred to me to mention again what I hinted to you formerly. Viz to keep an account of the progress of the Armoury, so as to be able to render an account annually according to the following statement. 1^st The expenditures for the establishment in each year from its commencement minutely [undecipherable: items]. 2^d the number of the Arms manufactured in each year 3^d The number of Arms repaired in each year, the nature & value of the repairs 4^th The average estimate of the cost of making & finishing, for one a complete Musket derived from the number made in the whole period & the expenditures for the same. I need scarce observe that any species of work done must be valued, in order to produce this requisite Estimate of the cost of a Musket made at the Post on the given principles, and that all the expenditures of the Post must be charged, on the work performed, [Vide] The Secretary of War is directed to present to Congress an Annual Account of the expenses of the National Armouries together with an Account of the Arms made, repaired, at each. Samuel Hodgdon M^r John Mackey Philadelphia 29^th Jan^y 1799 Sir By a letter handed me this day I am informed of the arrival from Hamburgh of twenty five Cases, Said to contain five hundred Muskets with lock mounting, flints, ramrods, bayonets with scabbards, [undecipherable: taborers] and Brushes & pickers complete, and that they were put in charge of M^r James Watson by M^r Joseph Pitcairn on the 13^th of last Month — The Secretary of the Treasury's letter inclosing M^r Watson's giving the information was mislaid in the War Office & only accounts for my not receiving the information sooner. On receipt of this letter, I wish you to apply for the Cases and when in your possession examine them and report their Contents with the order in which they appear.
