[Referring to the Treasury department for principles to guide in the settlement of Army accounts See letter to the Comptroller War Department 24 January 1799] [seal] [War Department] [The Accountant of the War Department] War Department., 28^th January, 1799 Sir, I have received your letter, dated the 26^th inst relative to the settlement of the Accounts of John Wilkins junior, Quarter Master General. You will in settling all amounts, exhibited by the Quarter Master General, for money expended by him, in pursuance of orders, proceeding from the General of the Army, and for objects within his commission, be guided by the principles, that have been adopted, by the proper Officers in the Treasury department, where the Quarter Masters expenditures have been heretofore attested, and should difficulties arise, respecting other points, or items of expense, which have been considered and determined upon, by the said Officers, you will have recourse to their decisions, and be governed by the practice, which has prevailed. In settling all expenditures, for which the Quarter Master General, refers to special, or directions from the Secretary of War, your rule will be the spirit and intention of the said orders, or directions, copies of which, will be furnished, as soon as made out.
