Portland 27^th Jan^ry 1799. Sir, I have just received yours of the 5 Ult. enclosing an Invoice of Arms, clothing &c. and on examination I find that you have sent me 17 Knapsacks and 17 Canteens not inserted in the Invoice. In consequence of bad weather, some of the clothing, particularly the shirts, lbl overalls, and Blankets, got very wet, and perhaps some damaged. The Serj^t of war writes me that he has ordered clothing &c. for a full Company. There is now a deficiency of 20 Vests — 20 Knapsacks and 20 Canteens — besides 35 Bay^t Scabs, 50 Screw Drivers, and 44 Gun worms, provided one is allowed to each man. You will readily see that the three first mentioned articles are particularly wanted to complete our uniform. I have enclosed the Serj^t of war a return of all the public property I have received — by which this deficiency will appear.
