Philadelphia 28^th Jany 1799. Sir, On examining the Petition of David Ames Superintend't of Armourers, and Robert Orr master Armourer at Springfield, I find they do not ask for an increase of rations, as is stated in the extract from the Journal signed Jonathan [undecipherable] Bonde Clerk, but for an allowance of rations having never received any. In looking over the [strikethrough: provisions] made [strikethrough: for the allowances of rations having never received any. In looking] over the provisions made for persons of the same description under former establishments it appears that allowances for rations have been invariably made, and settlements without demur have taken place, notwithstanding they were not expressly sanctioned by law. Many reasons might be urged to shew the justice policy & propriety of allowing rations Barrack room & fuel to persons employed as heads, or overseers of mechanical branches to important Public establishments. But I shall content myself with observing that they are often so situated as renders it impossible to procure provisions without a great loss of time & additional expence unless indeed they contract with the Contractor for a supply, a measure I believe never yet fallen on. On the whole I give it as my opinion that the Pay Masters & Storekeepers at the several Posts ought to be allowed two Rations a day each, with Barrack room & fuel sufficient for more comfortable accomodation and that the Superintendants & Master Armourers should be entitled to the same allowances Enclosed you have the Papers handed me to report on.
