Philadelphia 23^d January 1799 Sir By order of the Secretary of War, I send to your address the Articles of Clothing & Military Stores answering to the enclosed invoice. The water transportation being yet uncertain, I send the supplies by a Waggoner who engages to deliver them without loss of time. Be pleased to acknowledge the receipt of the articles, and note the time & order in which they got to hand, also whether they agree with the invoice. I am Sir your most ob^t Servant Captain Samuel Hodgdon James Read Easton Philadelphia 23^rd Jany 1799 Sir I have received your letters of the 4^th Nov^r 1798 & the 9^th inst. that you may see at one view the state of the cash transactions between us as they now stand, I enclose the account to the present time; by it you will see that a balance of 224.⁹⁵/100 Dol. remains in my hands including the late duplicate sum received for the lost money, this amount together with the 480 Dol. to pay the Waggoners who carried the Armourers Tools & materials to Harpers Ferry you may draw for at any moment; or for safety you may order it paid to your nearest [undecipherable] of Congress, to hand to you on his return which you know will be in about seven weeks time. For the mode of accounting with the Public for the lost money I refer you to my letter of the 8^th of Jany last. M^r Perkins has mentioned to the Secretary of War & I handed him a copy of your Certificate shewing a sum of money, by deductions, remaining in your hands of about 1308 Dollars I wish you to state that business to me, & let me know how you propose to account for it. The 9 Dollars for which you had an order on M^r Hall was for that amount paid by me on his account & at his request to Andrew Brown for his News Paper. I hope he will be good enough to inform me to whom he has paid, the money for certain it is, it has never come to my hands. I shall write him on the subject and if he does not pay you the amount of my draft I will. In a subsequent letter, I shall reply to your observations relative to your return.
