Pinckney to the Secretary of War dated North Carolina Fayette January 17. 1799 "Agreeably to the directions I received from you I went round by Halifax in order to meet with General Davie now elected Governor of this State and we have nearly arranged the Captains Lieutenants and Ensigns allotted to this State and only wait for three or four answers to complete them. This arrangement I flatter myself I shall be able to transmit to you finished by the second post after my arrival in Charleston. The arrangement for the Field Officers will not be soon concluded. Those who wish to step forward as such either have civil Offices or prefer appointments in the provisional Army. This is the case with some valuable characters mentioned by M^r Steele. I am however in hopes that the field Officers may be ascertained not very long after the Captains and Subalterns and we will make the best choice we can, tho perhaps not the best we could wish. — Extract of a letter from Major General Charles C. In this inclosure I transmit you the arrangement for a Lieut Colonel nine Captains nine Lieutenants and Seven Ensigns from the State of North Carolina selected by Governor Davie with considerable attention. The names of two Majors and three Ensigns will be hereafter submitted to the President. In this list the Captain Lieutenant and Ensign already appointed from Tennessee are inserted in order that their relative rank in the Regiment may be fixed.
