I am,
Sir

Philadelphia 17th Janry 1799
Sir
Having no personal knowledge of any suitable person in New Canton or its vicinity to inspect the Leather made there by Mr Smith I have enquired & endeavoured to find one to recommend for that service, but I have not succeeded. It therefore remains either to send a person from New York, or this city, to make the inspection I think it likely, too, likewise, your Agent in York, may be able to find one properly qualified who will undertake the occasion; if so, time & expence will be saved. If you do not accede to that mode, I can send one from hence at a short notice. I return Mr Smiths letter.
I am Sir &c
