1 Robert Troy Salisbury Captain This list as far as N°10 of the Captains, N°10 of the Lieutenants, and N°7 of the Ensigns, is the best selection of character that I have been able to make for the appointments annexed to their respective names — no pains and trouble have been spared to obtain a proper knowledge of their capacity or principles, where I was not personally or sufficiently acquainted with them, and they are in every instance, recommended by the most respectable men in the Districts where they reside. The principle of distribution recommended to me by General Washington in his letter of the 24th October has been uniformly attended to, as far as it could be done without sacrificing more important objects. Those of each grade are placed numerically, as in my opinion they ought to rank, and with a view to their rising in the line, to more important commands a particular descriptive list was forwarded to the Commander in Chief of all these Officers except those from Tennessee; and Mr. Long and Mr. [undecipherable] offered as Lieutenants since, so that I suppose it would not be necessary here, and more especially as General Pinckney inspected them when at this place. The arrangement may be found in some instances different from that sent on to his Excellency General Washington, but the present is the result of the best consideration I could give the subject. Three Ensigns are wanting to complete the list. The names of these I hope to procure in two or three weeks. As to the Field Officers I would recommend James Read of Wilmington to be appointed [underline: Lieut Colonel]. He served with considerable reputation during the late war and was an old Captain at its close, &c, and General Pinckney will be convinced from the documents shown to him in my office that he is the person best qualified for that appointment that can now be procured in the States. I refer the Major, Prefer to my letter of this date.
