[Charles Town] Pittsburg 11^th January 1799 Sir The Detachment under the command of Capt Edward Miller is still detained by the ice— It is however probable that the present mild Weather will in a few days render the Ohio again navigable and thereby admit of that Detachment [strikethrough: to] descending to Fort Washington— Capt Miller complains of his Detachment wanting both Pay and Cloathing— It is certain his men are badly cloathed— And I believe the Capt having a large family & no money is greatly distressed— I am &c Hon^ble James McHenry Sec^y of War
