I wrote you on to request you to prepare a bill conformably to the propositions, contained in my report of the 24th Ulto to the President. This morning Genl Gunn of the Committee of the Senate upon this report &c, [strikethrough: has been consulted] waited upon me with a request from the Committee that I should prepare & furnish them with a draught of two bills, one in the report comprising whatever new provisions for the [strikethrough: regular establishment] [strikethrough: regular Army established] the other all matters appertaining to the provisional army. He added that if I thought it proper I might comprehend re-
