Jany 2^d 1799 [Jan. 2. recd and committed] To the Honourable The Senate of the United States: The Petition of Thomas Lewis Humbly Sheweth, That your Petitioner when a Captain in the third Sub. Legion of the United States, was by order of the then Commander in Chief, General Waynes, appointed his Extra aide de Camp, on the 16^th. July 1794 & served in that Capacity, from the date of his appointment untill the death of General Waynes. In consequence of this appointment your Petitioner incurred very considerable extra expences in the purchase of Horses and other equipments for the discharge of that duty: and altho the Secretary of War concurred in opinion with the Commander in Chief that the appointment and Services of your Petitioner were essential to the prompt execution of the General orders, yet the appropriations for the Military department being exhausted, your Petitioner could not then receive any compensation without an express authorization by Congress — Towards the close of the last Session & in the greatest pressure of business, the Senate referred its assent to the claim of your Petitioner as stated in the Accountants office, and the bill for affording him relief then failed in its passage. Your Petitioner now prays for a consideration of his cases, and that such pay and allowance, be made for his services, as to the Senate may seem just. and your Petitioner will ever pray Thomas Lewis.
