Document 1798The Secretary of the Treasury recommends the following division of the Naval business. The Secretary of War is responsible for governing and directing the officers and men in service and making the pay of the officers and men. The Secretary of Treasury will undertake the purchase, building and supply of all the vessels. The President determines the number and size of the vessels to be purchased or built.
