I have received your Letter of the 20th Instt inclosing account of sundries, alledged to be due to Michael Le Frank, a private in the late Corps of John Doughty's Engineers. As General & Regimental Returns, by your [undecipherable] them in our books will witness, the payment of January 86 does of course condemn he a non Commissioned Officer or Provat, the pay and the's of such and all the military appropriation accounts. If Congress or the Department [undecipherable: Order] that the Sum is to be paid, and then it shall be complied with; you, I presume, will be justified in settling for the pay due to him.
