Pittsburg 21 December 1798 Sir, I have received your letter of the 14^th instant and shall agreeable thereto add one hundred &seventy six Dollars 64 Cts to the Amount of my Estimate the sum therefore for which I shall draw on you for Pay, Subsistence and Forage of the Troops at the upper Posts will be 2634 ⁹⁸/100 Dollars, which Draft I presume will in a few days be presented by Col^o Presley Nevill — Long continued low Water and an early Winter by which the Navigation of the Ohio is stopped, has prevented the Boats destined for the Mississippe from going forward & has also prevented Capt Miller's Detachment from descending to Fort Washington — Capt. Miller's men are ill clothed the Capt. says he expected a supply both of Pay & clothing at this Post; It will not however be possible to supply all his Wants, as nearly all the Clothing on hand is destined for the Troops on the Mississippi, And I have not received orders to pay his Detachment — Hon^ble I am Sir Your obedient Servant James M^cHenry Secretary of War Isaac Craig
