As his men are very destitute of clothing I hope you will find and avail yourself of a ready conveyance. Be pleased to write to Captain Litchfield, enclosing him the invoice. It should also be stated under whose care the articles have been stored, and whether any part of them have been delivered for Public use, or whether all yet remains in Store. Without this information it is impossible to determine either the equity of the storage as exhibited, or the propriety of charging any Part of the rent to the United States.
