I was surprised indeed to find the Clothing forwarded in Septem^r 1787, did not get to hand until the 1^st August 1793, and then neither complete nor in order; that [strikethrough: Clothing] to ensure its safety while transporting was put into light Casks, and sent by the way of Albany to the address of Judge Glen, then and now a member of Congress, with the most particular and express instructions to get the whole on without a moments unnecessary delay, and he was furnished abundantly with money for the Purpose— you will judge then of my astonishment on receiving information that the Hogshead N^o 12, which you mention to be missing was detained on the River for dock fees— I wrote as the subject required, and I have since seen M^r Glen, who assures me the Hogshead was forwarded and must have reached you soon after the date of your letter. I wish you as early as possible to inform me whether you have received it, if you have the time when, and the state of its Contents— M^r Glen, will surely be obliged to account for his agency in this business, and this information is necessary for that purpose— The measures now taken by Government I hope will insure in future a timely and free supply of Clothing and every other necessary for the Troops, wherever, or however dispersed— I am Sir your most Obedient Servant Samuel Hodgdon Lieu^t Colonel David Strong— Detroit.
