I wish you to make out an account of way spices of Stores delivered Francis, or to any order of the Navy Board, which is now understood at the time to be replaced by the Purveyor, they will on exhibiting the account be purchased and placed in your Store — I wish also to receive your accounts made up to the first day of the ensuing new year— three quarters are due; a circumstance that obliges me to make many pointed enquiries which when the Returns are received will be pre- ventive —

Thomas Annely engaged by Mr Perkins — John Adams — Dennis Byrne, and Miles Goodwill engaged by Mr Perkins as Workmen are ready to proceed to Harpers Ferry to commence their labours — They request a months advance of pay to enable them to leave the City — as has been given to all that gone on — the whole amount will be 148 Dollars beside the stipulated allowance of six Dollars to each man to pay his expences on the Road — Will it not be best to issue a warrant in favor of Mr Mackey for One hundred Dollars for this purpose Annely can receive the Amount and account for it with Mr Mackey on his arrival
