The receipt of the latter shall be forwarded, when he arrives and receives his pay. I am and have been waiting for the arrival of Major Hoops, to allow — to proceed to Philadelphia, and have therefore delayed sending You the vouchers for such incidental charges as have been incurred in the course of my duties on the station.
