Sir Enclosed you have the Return from the Navy Yard in this place for the Month of Novemb^r 1798. which I hope will meet your approbation. The six last columns in the Return comprising Iron and Iron work has been delivered to M^r Jacob Sheafe Naval Agent at Portsmouth, N. Hampshire by Virtue of Orders received by me from the Secretary of the Navy under date of the 17^th July last. Those articles were [undecipherable] notwithstanding they were regularly accounted for in the Returns. But I thought it advisable that M^r Sheafe should receipt for them by which means the Clerk of the Yard at Portsmouth will be held to account for you for them.
