Document 1798Upon arriving in Charleston, the Commanding Officer of the Troops is to give the captain of the vessel the number of men and women for whom the United States is to pay the passage and the freight of their articles.
Philadelphia 1st December 1798 Sir, Enclosed is an invoice of the Clothing sent you yesterday by the New Castle Stage Boat. I hope it got safely to hand if not this will be notice to enquire for it. On your arrival at Charleston you will please to give the Captain a Certificate particularly specifying the number of Men and Women for whom the United States are to pay the passages, and any article for which they are to pay freight.
