Philadelphia 1st December 1798 Sir, Enclosed is an invoice of the Clothing sent you yesterday by the New Castle Stage Boat. I hope it got safely to hand if not this will be notice to enquire for it. On your arrival at Charleston you will please to give the Captain a Certificate particularly specifying the number of Men and Women for whom the United States are to pay the passages, and any article for which they are to pay freight.
