I have received your letter of the 23d instant. I am sorry Mr Orner is detained so long on Account of the Wells, but it is unavoidable, and we must submit. it is certainly best to detain him untill the Vessel is compleated.
The Clothing for the lower posts will command your first attention when the rise of the River admits Navigation — Nothing has as yet transpired relative to the New Army arrangements — nor can I tell how any of us may be affected by it — I shall doubtless soon know, and I will communicate it to you — The Sugar shall be sent on — adieu
