It being proper to reduce the number of accounts in this Department in order to simplify the mode of keeping them, Mr Swan has been directed to make arrangements for paying all the troops on the Mississippi. You will, therefore, on the receipt of this letter, please to forward an account of the whole number of bills drawn by you together with their amount, specifying for what purposes the appropriations were made, after which you will decline making any drafts on this Department. You will also send on to the accountant of this Department your vouchers for the expenditures already made, that your accounts may be finally closed
