Executive Department Monday Louisville 26^th November 1798 A letter dated 22^nd October 1798 from Lieutenant Howell Cobbs United States Troops was Ordered to be filed The following letter was written Louisville November 26^th 1798 Sir I had the honour of addressing you on the 14^th October in reply to your former favours, since which I have not had the favour of a line— The intention of the present letter is to recommend to your attention the case of Lieutenant Cobbs, a Citizen of this State who under a derangement of the Army fell under the dilemma thereby occasioned, and lost two years opportunity of advancing in rank— He has been reinstated in the Artillery [undecipherable: but there] he is a young Officer and after few years service [undecipherable] many who used to obey command him If there can be any deviation from a marked rule [undecipherable] you have one in this respect— May I request your attention to M^r Cobbs— He wishes to command one of the additional Companies to be raised— I will only add that his family and himself are zealous friends to the Federal Government, [undecipherable] most reputable and respectable in Life as Citizens of Georgia Except one or two instances I know of no Citizens of [undecipherable] who have received that rank nor one which I recollect [undecipherable] except Major Rudolph of the Cavalry who resigned, [undecipherable] had previously been in the Army, and General Wayne [undecipherable] was considered as much a Pennsylvanian as a Georgian Should any of these observations weigh on your [undecipherable] in favour of M^r Cobbs a young Gentleman universally [undecipherable] temed it will be grateful to the feelings of Sir W^th Respectful [undecipherable] Ob^t Servant Ja^s Jackson Hon^ble James M^cHenry Secretary of War
