Sir,
I am clearly of opinion that some trusty person ought to be appointed to take care of the Stores of the United States at the Post of Charleston in South Carolina— His duties should be, to receive safely keep, and occasionally deliver all kinds of Stores purchased at or sent to that place on account of the United States— to keep regular Accounts of receipts and disbursements and to make regular Monthly Returns as far as practicable of every thing that relates to his charge— His compensation under present circumstances should not exceed forty Dollars a Month.
When appointed he should be particularly instructed as to the duties expected of him

It lays in my mind that you shewed me a letter some time ago either from Mr De Saussure or Simmons which particularly mentioned the compensation which ought to be annexed to the Sum allowed Mr Loveday for his services for the State— the Sum mentioned by me on the other side supposes not additional but full pay, if he has other duties compatable with ours the Sum should be less than I have stated.
