I am sorry indeed Sir, that the making payments which the con=tractor should have furnished, I should for a time have diminished the Recruiting fund in [undecipherable] hands. Among the many Inquiries I am on a necessity of making, I had not informed myself of the Extent of the Contract. I have deliv[ered?] in the Accounts to him, & when paid will add the Sum to the recruiting fund. The information [undecipherable] me on the Sub=jects has deceived me. Capt. [Walthisen?] [assures?] me he published Recruiting Advertisements. his Accounts were passed. It appeared to me the only mode of making publick with any effect the orders I had received. Without any Person skilled to advise, or authorised to direct in circumstances unanticipated in the Recruiting Instructions, a young Officer will often feel much at a loss, & in a State of Uncertainty you perhaps Sir have no idea of. I shall re=imburse to the recruiting fund, the amount of the Printed Acc^ts & in my next Statement the out=[undecipherable].
