Samuel [undecipherable]] Cap^t Millers Tavern Nov^r 17^th 1790 Sir the state in which the Troops was in made it improper for me to return as the men ware in a state of mutiny and some in habitines. in couraging them in it. they are quiet after blood Shed it is improper for me to Leave them as they will not march at present with any other Officer. the waggon=ers are Destitute of money and cannot go forward I give M^c Cook to recive it for them I wish thank you to inform the Secy of War — the men [undecipherable] claim they have not rec their Bounty and the additional part of Ration which they Clame as their due the people in the Country aggravate their Complaint in it I am Sir your Obedient humble Serv^t.
