Petersburgh 9^th November 1798 Sir. I have this Moment received your favor of the 31^st Ultimo and agreeable to the Instructions therein contained I shall draw in favour of John Scot Inspector of the Revenue for the Amount of my Estimate for Pay Subsistence & Forage of the Troops of the Inner Posts &c advising you in the manner directed of the particular denominations thereof. You will find this letter accompanied by a General Return of Quarter Master Stammer Equipage Stores and Cloathing here up to the 1^st of October last at Pittsburg, Franklin [undecipherable] and Rosseville since which time [undecipherable] attention has taken place at this cost the river still continuing too low to admit of loaded Boats to descending from this place consequently all the Cloathing and Stores that have been received since the 27^th of July destined for the Missisippa are yet on hand but which will be shipped with the first rise of the Water — Boats being in readiness for that purpose and I will report writing here with impatience to take charge of the Cloathing & the Galley should the Water I am — your most Obedient Servant [to the] James McHenry Secretary of War
