Philadelphia 7th November 1798 Sir Enclosed you have Isaac Philip’s receipt for 225 Dollars, advanced him to enable him to proceed with a load of public stores to Knoxville. The circumstances are notorious, he went no farther than Lancaster where he was arrested and the Goods detained many weeks at present I wave a claim which may be justly made for detention, and only ask payment agreeably to the amount current herewith handed you. I pray you to bring this business to as speedy a conclusion as [the] rules will permit. With sentiments of esteem, I am Sir Your most obt Servt Samuel Hodgdon Frazier Esqr.
