Sir With this you will receive the Storekeeper's statement of the Clothing delivered since the commencement of the present year which embraces the two Contracts made with M^r Billington to which your letter alludes; you will find many more of some articles delivered than received of him under those contracts, and less of others, to account for this it is proper to mention that the surplus remained on hand from former Contracts, and the others remaining in Store, now waiting for deficient Articles as mentioned in my last communication — I am Sir James McHenry Esq. Sir I am making out a General Return of Ordnance & Stores of every kind for the inspection and use of the Commander in Chief of our Armies and the Secretary of War — To enable me to do it with accuracy I want a correct return from all who are in charge of such Articles — Be pleased to let me have yours as soon as possible made up to this first Day of November — I scarcely need inform you that it must embrace all Articles received, delivered and on hand, with the vouchers for the deliveries that I may know what account to debit yours. The fever is nearly done, and the inhabitants are generally returning.
