[266] Philadelphia 30^th October 1793. Sir, On receipt of your letter I wrote to M^r Billington in the most pressing manner to send in any portion of the deficient Articles of Clothing he might have on hand or be able to collect. He came to Town a few hours afterwards and sent me the enclosed letter in reply on which you will please to give me further direction. In the press of the care for Vests I think what has been repeatedly done may again take place without injury to any — If M^r Billington will consent to give, tho for one, I think they may be so received and forwarded to the Soldiers who will certainly be gainers by the bargain. In the case of the rejected case of hats for the Army this mode was pursued without complaint. the Habits may be appraised & taken at their intrinsic values and allowance made to the Soldier. I see no other way to supply the most pressing calls. Enclosed you have a return of the Clothing received of M^r Billington on account of his two last Contracts. The distribution of them is making out and shall be forwarded to you as soon as finished. The other requested Return is preparing as soon as completed you shall have it. The Warrant requested in my letter of the 25^th instant is immediately wanted to meet my engagements. The West Point Clothing shall command my first attention, and I will do every thing in my power to get it forward immediately.
