Philad^a 21^st October 1798 Sir I have judged it proper again to State to you our Situation relative to Cloathing for the Army — I am fearful serious consequences will be experienced by some of the Posts all intended for the Northern Posts ought now to be on the way. The enclosed Statement shews the number and kinds of articles under Order, and our utter inability to forward them.
