[undecipherable], 1795] [Address:] William Simmons Esquire Accountant, War Office, Philadelphia. --- West Point 21^st October 1795 Sir your letter of the 12^th Ins^t. I received last evening and to my great supprize find the Charge in my Acc^t. Current for Twenty Dollars paid Ephraim Fuller objected to — I herewith enclose a letter from John Bryant Dep^t. Commissary of Military Stores at Springfield to shew the Origin of the business — And also a Copy of my letter to the Senitary of War Dated the 15^th of December 1794 to shew that I immediately made him acquainted with the transaction I wrote M^r. Bryant and enclos'd one of the Recits, requesting that he would deduct Twenty Dollars from the sum that he was to pay M^r Fuller for that business in order that the Public should not be impos'd on — Cap^t. Westcoat who freighted the guns &c from Providence to newport would have attached the Property on the Wharff had I not advanced the Amount of his freight bill — to prevent which I made M^r. Fuller the advance of Twenty Dollars which I thought was sufficient to pay Cap^t. Westcoat and to enable him to return home — Thus Sir I have given a fair statement of the Case, but if it is not thought sufficient to establish the Charge will thank you to return M^r. Bryant's Letter, and M^r. Fullers Recit to me at Newport — The Charge for Wood was made by the advice of a number of Officers who informed me they had received it; but if its not my due let it be struck out of the Ac[count] The Deposition Ask'd for I also enclose you — No Civil Officer being on the Point have given it before Col^t.
