Sir, I wish to be informed at what time it will be proper to transmit you a pay-roll for the wages of my recruits; and whether I am authorised to pay them any money on account of their monthly pay, by taking the requisite receipts, without a pay-roll. — As winter approaches, their back pay seems to be convenient and even necessary for them.
