Philad^a 4^th October 1798 Sir This morning I received your letter of the 28 ultimo covering a return of Cloathing. At present we have not one pair of Privates Woolen Overalls, Shirts, or Vests in Store. As soon as any are received your compliment as stated shall be sent to you in Shape and as fast as supply early enough to prevent the consequences you mention. all in my power to do shall be effected for the Comfort of your men. The sickness that prevails in our City has broke in on all our arrangements, and disappointments in some degree must be expected. The articles you mention to be missing were in the Hogshead and are therefore justly chargeable to those who opened it for the purpose of drying the Cloathing which it more than probable got wet and injured by the Gross neglect of the Boatman.
