Sir, Your Letters of the 10.^th and 14^th Instant have been received. The Act of Congress of the 16.^th of July was transmitted to me early by the Secretary of War and shall be strictly attended to. If you have examined the Muster Roll for July, you will find that Edward Kendall and Thomas Whitaker, were enlisted on the 27.^th of June and are therefore entitled to the bounty paid them. The other recruits commence from the 1.^st of August and are at 12 Dollars — My rendezvous being at Newport the recruits as fast as they are enlisted and sworn before a Magistrate are sent to the Fort and put on Duty. when after being Mustered I have paid them the whole of their bounty until lately — When a recruit has been sent from the Rendezvous, and joins the Corps for which he was enlisted does he not then join the Army? and has he not a right to claim the whole of his bounty agreeably to the Law of the 16.^th of July 1798.? — enclosed you will receive a receipt Roll for the pay of this Garrison for the Months of May, June, and July, and also Muster and pay Rolls for the Month of September which I hope you may find without error — I will thank you to send me some blank pay, and receipt Rolls. My subsistence account for the last quarter will accompany this which is made out agreeably to the Contract price at Newport. I am respectfully.
