I enclose you an estimate &Return of Clothing wanted to complete the Year of 98 & 99. of the troops of this Garrison under my Command. I have transmitted a Duplicate to the Secretary of War for his approbation and order. I have to observe to Mr Hodgdon the necessity of having the Clothing for wanted to this place before the 15 of November as after that time the North River will be [undecipherable] obstructed with Ice and the season so far [undecipherable: advanced?] as to make it [undecipherable: difficult?] of transportation, if not impracticable by water.
