I have transmitted a Duplicate to the Secretary of War for his approbation and order. I have to observe to M^r Hodgdon the necessity of having the Clothing for wanted to this place before the 15 of November as after that time the North River will be [undecipherable] obstructed with Ice and the season so far [undecipherable: advanced?] as to make it [undecipherable: difficult?] of transportation, if not impracticable by water.
